The Board met pursuant to notice, at 10:00 A.M. in the Main Hearing Room at the Illinois Commerce Commission’s offices at 527 East Capitol Avenue, Springfield, IL. On David Clague’s motion and Linda Zerwin’s second, the minutes were unanimously approved. - Legislative Update
The Chairman stated that a stop gap budget could be possible, but doubtful. If a budget is not passed by July 1, the ISP can still disburse funds during the lapse period which ends around August 15 or 20. HB 4521 which had sweep implications for 911 is in Rules Committee with no movement. - Fiscal Update
The February main surcharge disbursement was distributed on June 7th. The February network bills went to Shared Services on June 8th and should go to the Comptroller on June 9th or 10th. Funds for counties under 100,000 should go out during the week of June 13th. Karl Pound from the ISP presented the Board with a spreadsheet of projected 911 surcharge disbursements for 2016 for each 911 authority. - Administrator Update
- Grants - Only grant applications for unserved counties will be approved. There were six grant applications for 7 unserved counties totaling $2.3 million.
- RFP – The RFP was posted to the procurement website on June 3rd. Proposals are due on July 2nd.
- Waiver/Consolidation Update
Department Staff reviewed recent submissions of consolidations and modifications. Department counsel discussed options regarding extensions for entities that will not have all of the necessary documentation for consolidation plans ready for submittal by the July 1st deadline. If an incomplete plan is filed, an entity has the opportunity to request an extension during the administrative law judge hearing process. An entity could also file an incomplete plan and include a request an extension from the Administrator in the narrative. An explanation of what is missing along with an estimate of time to complete the plan should also be included. - Proposed Rules Status
All proposed rules except for Part 1324 have been approved by JCAR. JCAR needed a better understanding of the waiver process. A hearing on Part 1324 will be held on June 14th. - Old Business

An email was sent regarding travel reimbursement procedures for Board members. All expenses from January 1 to June 30, 2016 are eligible for reimbursement. - Public Comment
