Illinois State Police & DuPage County State's Attorney's Office Announce Charges in Tollway Fatal Crash

Renato V. Velasquez Charged with Multiple Class 4 Felonies

DuPage County – Illinois State Police (ISP) Officials and the DuPage County State’s Attorney’s Office announced charges stemming from the crash that resulted in the death of Illinois Tollway maintenance worker, Vincent Petrella, and line of duty injury sustained by ISP Trooper, Douglas J. Balder.  Both were struck by a truck tractor-semi trailer on I-88 at Eola Road on Monday, January 27, 2014, as they were responding to assist a disabled vehicle. 

Renato V. Velasquez, 46, of Hanover Park, Illinois, was charged by the DuPage County State’s Attorney’s Office on January 28, 2014.  Velasquez was charged with Operating a Commercial Motor Vehicle while Impaired/Fatigued, False Report of Record and Duty Status, Driving Beyond the 14 Hour Rule, and Driving Beyond the 11 Hour Rule (all Class 4 Felonies).  Velazques was also charged with Failure to Reduce Speed to Avoid and Accident and Failure to Yield to Stationary Emergency Vehicles (Scott’s Law). 

“News of these charges will not relieve the sorrow both the Patrella and Balder families and the Illinois Tollway and Illinois State Police are experiencing at this time,” said ISP Director Hiram Grau.  “We can only hope that this announcement will mark the beginning of the healing process for everyone grieving for these two courageous public servants,” added Grau.  

Velasquez is being held at the DuPage County Correctional Center awaiting a bond hearing scheduled for Wednesday, January 29, 2014.
