An additional location, Collinsville, has been added to the training schedule found in the June 22, 2012 update. NOTE: Information was recently disseminated by the IACP and ISA to agencies at the request of the I-UCR Program which has led to some confusion on 2011 Hate Crime Reports. 2011 reports should have been submitted to the I-UCR Program for entry. Agencies DO NOT have the ability to enter 2011 Hate Crime reports.
State-wide training addressing the revisions to the I-UCR Program reporting guidelines effective in 2010 continues. The training is the same training that has been offered over the past two years, with some minor changes. Agencies who have not attended are strongly encouraged to take advantage of this training opportunity. Repeat attenders are not discouraged; however, noncompliant and agencies who have not attended training will be given priority. Noncompliant agencies’ statistics are NOT forwarded to the Federal UCR Program, which is a requirement in determining eligibility for certain JAG grants. If you are interested in hosting future training sessions contact the I-UCR Program Manager.
The mailing address for the I-UCR Program will change effective July 1, 2012. The Post Office box in the previous mailing address is being discontinued which changed the zip code.

Version 3.0 of the electronic on-line reporting tool has been successfully deployed. The attached document contains pertinent information regarding the reporting tool. Agencies who could not previously access the reporting tool are reminded that an alternate connection process has been developed (refer to the February 9, 2012 update). The I-UCR Program will not enter statistics for any agency until the alternate connection process has been attempted with no success. ONLY APPROVED AGENCIES can submit 2012 index crime, hate crime, and supplemental paper report forms to the I-UCR Program for entry. Forms submitted by all other agencies are being destroyed. Refer to the April 19, 2012 update for more specifics on submission of 2012 reports.
The on-line electronic reporting tool may now be accessed; however, the Hate Crime reporting element is not available. Technical issues were encountered after deployment of Version 3.0 preventing users from entering Hate Crime reports. When remedied, a message will be posted on the reporting tool’s Welcome Page message board. In the future, an update will appear on this web page ONLY when the entire reporting tool is out of service. If a single reporting element is out of service (Index, Hate Crime, Agency, etc), a message will be posted on the reporting tool’s Welcome Page message board alerting the user which reporting element is out of service, and again when the element is available for use.

The on-line electronic reporting tool will be UNAVAILABLE for use the afternoon of Wednesday, May 23, 2012 in order to update the reporting tool. Click on the link below to access the document identifying the changes to Version 3.0 which include the ability to enter Hate Crime reports electronically.
Many agencies continue to fax or mail in I-UCR reports. NO PAPER REPORT FORMS SHOULD BE SUBMITTED FOR 2012 INDEX, HATE CRIME, OR SUPPLEMENTAL DATA. As advised in the January 27, 2012 update, it is anticipated that agencies will be able to enter Hate Crime and Supplemental Data reports into the electronic reporting tool within the next several months. Additionally, an alternate connection method for agencies not having LEADS 2000 was announced in the February 9, 2012 update. Agencies previously unable to access the reporting tool must attempt the alternate connection process before receiving approval to submit paper report forms. Refer to the attachment below for report submission processes.
A second method has been developed to allow users of the I-UCR electronic reporting to easily change their password both initially, and then every 90 days as required by policy. An icon consisting of a padlock, key, and "Change Password" will appear in the upper right hand corner of every screen in the reporting tool. By clicking on this icon, the user will be taken directly to the password change screen. This enhancement will be available on April 19, 2012. The original process to change a password detailed in the trouble-shooting guidelines will remain available; however, this enhancement provides a more readily available method for users to change their passwords.

Several modifications were omitted from the document posted on March 26, 2012, regarding the enhancements to the current Index Crime reporting element of the on-line electronic reporting tool. The omissions are detailed in the attached document. The Electronic Reporting Tool Troubleshooting Guidelines located in the Illinois Uniform Crime Reporting Program Resource Section near the bottom of the web page has been updated to include solutions to when a user signs on and receives a blank page, or a page displaying the message 'This is an empty Dashboard Page', and how to change a password.
Enhancements have been completed to the current Index Crime reporting element of the on-line electronic reporting tool. The enhancements are detailed in the attached document. Deployment of the enhanced version is scheduled to take place on Tuesday, March 27, 2012. There may be a brief down-time experienced during the deployment process. Users are encouraged to avoid usage of the reporting tool on this day.
As announced in the November 3, 2011 update, the URL or link to connect users to the electronic reporting tool has been modified to:https://iclear.isp.state.il.us
Currently, if the previous URL is used (https://bis.isp.state.il.us), the user is redirected to the new URL. Effective Thursday, March 15, this will no longer occur, and the user must use the new URL. If you are unable to access the reporting tool using the new URL, advise your Computer Administrator that you need to be able to resolve the URL https://iclear.isp.state.il.us to the new IP address 10.32.122.182. If you are still unsuccessful after resolving the URL to the new IP address, contact the ISP Integrated Help Desk at 217/782-4155 or toll free at 866/532-3700. Advise Help Desk personnel that you have taken the steps above to connect to the electronic reporting tool with no success.
The I-UCR Training class scheduled on March 26, 2012, in Princeton, has been cancelled due to lack of registrations. The training in Round Lake had to be rescheduled, and will now be held on March 26, 2012.

The training is the same training that has been offered over the past eighteen months. Agencies are strongly encouraged to take advantage of this training opportunity, and repeat attendance is not discouraged. Over 200 agencies did not comply to the revised guidelines, resulting in the agency being identified as non-reporting for 2010. Additionally, non-compliant agencies’ statistics were NOT forwarded to the Federal UCR Program. Additional training sessions will be scheduled for late Spring in central Illinois and will posted once finalized.
A solution has been identified to establish connectivity to the on-line electronic reporting tool for agencies previously unable to connect. The connection process is outlined in the attached document.
Information on the process to resolve missing reports and submit adjustments accompanied the 2010 Index Crime Offense verification report disseminated to the head of each law enforcement agency earlier this week. The document below recaps this information, as well as providing additional information regarding the verification report and associated processes.
The hate crime reporting element of the electronic on-line reporting tool has been developed and is being tested with deployment expected in March. Agencies will then have the capability to enter monthly 2012 hate crime reports on-line. Development has been initiated to provide the capability to enter supplemental reports (domestic-related incidents, crimes against children, and attacks against school personnel) on-line, with expected deployment by June 2012.
A solution has been identified to resolve the issue for most agencies unable to connect to the reporting tool. An update will follow within the week providing direction and the steps that need to be taken to assist in establishing connectivity. As it is expected that a majority of agencies will have the capability of entering index, hate crime, and supplemental reports for 2012 well before any deadlines, agencies are to refrain from submitting any paper forms to the I-UCR Program. Only those agencies who are unable to connect to the reporting tool after applying the solution will be permitted to submit paper forms for entry of 2012 reports.

Index Crimes verification reports for 2010 will be mailed on January 30, 2012 to the head of each reporting agency. Agencies will have until February 29, 2012, to either enter adjustments electronically or submit adjustments via the Monthly Crime Index form. As previously announced, 2010 statistics will be reported independently with no comparison to 2009 due to the major revisions to reporting guidelines implemented in 2010. Agencies who were noncompliant to the revised guidelines will not receive a verification report. Those agencies will receive correspondence providing direction towards achieving compliance.
