The Division of Internal Investigation (DII) conducts investigations regarding allegations of misconduct by State Police employees (sworn and civilian), as well as all employees considered part of the executive branch of state government. Among its diverse responsibilities, DII investigates Use of Deadly Force Incidents by ISP Employees, financial crimes, theft of state property, and charges of abuse or neglect of inmates incarcerated at state correctional institutions and residents of mental health facilities. The Division is also responsible for performing background investigations, as well as managing the statewide Identified Offender Program.
To uphold the best interest and confidence of the public, state employees, and all agencies under the Executive Branch of State Government; to promote accountability through fair, impartial, timely, and thorough investigations, while maintaining the highest degree of integrity, professionalism, and excellence during the administrative, background, or criminal process.

The Division of Internal Investigation will:

Based on the Illinois State Police high standards of respect, fairness, honesty, and ethical conduct by all employees, DII investigations must be focused, thorough, unbiased, accurate, and timely.

DII maintains an unbiased and professional approach to investigations and does not discriminate against nationality, race, religious beliefs, class, or political opinions. DII endeavors to seek out the truth in fulfilment of justice.
Based on the ISP’s commitment to the values of Integrity and Service, the DII will ensure it is committed to performing investigative duties which meet the needs of the public, state employees and state agencies, promote proactive partnerships to identify problems and develop solutions, and which improve the image of the criminal justice community to strengthen relationships between the public and law enforcement.
The DII is an independent entity. Agents assigned to DII, and the investigative unit as a whole, must always maintain its autonomy, within the scope of the duties and responsibilities, and act in accordance with the ISP principles at all times.
The end result of every investigation should serve to hold individuals responsible for their conduct, defend those who have been falsely accused, identify flaws in law or policy, and resolve matters in a fair, prudent, prompt, and just manner.
To maintain the highest level of professionalism, fairness and integrity, the actions of all investigative, supervisory and support personnel, during the administrative and/or criminal processes, shall be in line with the mission, values and goals of the ISP, must not stray from legal means and should remain within the scope of the investigation.
