The Division of Operations incorporates the functions of highway safety
and criminal investigation. Seventeen hundred uniformed and plainclothes
officers in 21 districts work together to provide comprehensive law enforcement
services. Troopers patrol the highways, ensuring safer roadways not only
by enforcing speed limits and traffic laws, but also by conducting truck
weight inspections and overseeing hazardous materials control.
Across the state, uniformed officers also perform specialty functions.
Safety Education Officers are available to youth and community groups
for a variety of traffic and personal safety programs. Specially trained
canine (K-9) units, tactical response teams and underwater search and
recovery teams may be called to aid in a wide range of emergencies or
investigations, such as narcotics trafficking, searches for missing persons
or drowning victims, and hostage situations. ISP operates its own aircraft
to search for missing persons, recover fugitives, spot illicitly grown
marijuana, and help enforce traffic laws.
Detectives known as "special agents" use state-of-the-art equipment
and technology to investigate such crimes as homicide, sexual assault,
fraud and forgery. ISP agents, cooperating with federal and local police
agencies, have helped crack international narcotics rings, solve mass
murders and apprehend international terrorists.

The Division of Administration’s primary mission is to provide administrative and technical support to the employees of the Illinois State Police and law enforcement agencies throughout the state. The Division is comprised of the Firearms Services Bureau, the Administrative Services Bureau, the Bureau of Identification, the Logistics Bureau, the Statewide Evidence Vault, the Program Administration Bureau and the Information Services Bureau.
The Firearms Services Bureau, through its Firearms Owners Identification Program, determines the eligibility of applicants who wish to acquire, possess, or transfer firearms. Through the Firearms Transfer Inquiry Program, federally licensed gun dealers are able to perform automated (dial-up) checks on potential buyers at the point of purchase.
The Administrative Services Bureau maintains the oversight and administration of the various Acts related to forfeiture, the Article 36 Seizure Program, monitoring the fiscal activity for all Departmental grants, administration of several hireback programs, and preparation of grant proposals for traffic safety and cannabis eradication programs. The Bureau also coordinates all human resource issues (hiring process, personnel transactions, job descriptions, payroll, insurance, workers’ compensation, etc.) with the Public Safety Shared Services Center.
The Bureau of Identification, located in Joliet, promotes public safety by collecting, maintaining, and providing accurate, timely, and complete criminal history information to the entire Illinois community. Records relating to more than five million fingerprint files help to ensure the identification of individuals and potential suspects through the use of the advanced Automated Fingerprint Identification System (AFIS).
The Logistics Bureau administers facility management functions including the coordination of new construction and the oversight of facility repair and maintenance projects. The Bureau also oversees the acquisition and management of the ISP fleet, the administration of all telecommunication devices and the purchase, distribution, and storage of supplies and uniforms at the Quartermaster. Printing and mailroom operations are also part of this bureau, supplying printed materials and serving as the centralized mail processing service for the ISP.
The Program Administration Bureau provides administrative and operational support for statewide programs including LEADS, IIJIS, ICLEAR, NIBRS/UCR, Livescan and CIMIS.
The Information Services Bureau provides the Department with information technology expertise regarding all infrastructure related activities utilized by the ISP and other criminal and non-criminal justice entities, whose mission is to protect and serve the citizens of Illinois. The bureau is also responsible for the development and maintenance of computer applications that not only serve the Department but also provide service to other law enforcement agencies, within and outside the state of Illinois, the judiciary, and the citizens of Illinois. Many of these applications share data with a variety of national services to provide the most current and complete criminal justice information available throughout the state, nation, and other countries.
