September 24, 2010 Update
The state-wide training initiative addressing the revisions to the Illinois Uniform Crime Reporting (I-UCR) Program reporting guidelines that were effective January 2010 continues. Dates and locations of training in October through December and the required registration form can be found in the attachments below. By the end of October, training will have been provided to over 750 personnel from close to 400 agencies; however, there continues to be a significant number of agencies who have not attended training that are still submitting data on discontinued forms without application of the revised guidelines. This data cannot be accepted, and must be re-submitted using the appropriate forms and guidelines and submission method. Agencies are strongly encouraged to register personnel responsible for I-UCR reporting. Questions concerning training may be directed to the I-UCR Program at 217/557-6482.

July 21, 2010 Update
The Department of Justice, Bureau of Justice Assistance, recently requested that the Federal Bureau of Investigation (FBI) once again allow local law enforcement agencies to submit past years’ index crime data. The FBI has agreed to the request, and Illinois law enforcement agencies who have not done so, may convert and submit index crime statistics to the Illinois Uniform Crime Reporting (I-UCR) Program for the reporting years of 2006, 2007, and 2008. The conversion results in federally-compliant UCR statistics, which are required for eligibility in applying for Edward Byrne Memorial Justice Assistance Grant (JAG) funding. Many Illinois agencies submitted converted statistics over the past year for 2006 through 2008, and do not need to resubmit these statistics. This second opportunity will afford agencies who did not elect to convert and submit previous statistics to do so, achieving eligibility to apply for JAG funding in FY11. The document below provides detailed information on this initiative.

July 7, 2010 Update
The Illinois Uniform Crime Reporting (I-UCR) Program reporting guidelines were revised and went into effect January 2010 as announced through numerous direct communications to law enforcement agencies as well as being posted on the I-UCR website. Over 500 agencies are not submitting data on the modified forms or applying the revised guidelines. This data cannot be accepted, and must be re-submitted using the appropriate forms and guidelines which can be found at the bottom of this website. Training is being conducted throughout the state to assist agencies in transitioning to the revised guidelines. Dates and locations of training through September are listed in the attachment below. The required class registration form is also provided below. Additional training sites will be selected for the remainder of 2010, including locations in the southern region of the state, all of which will be posted on the I-UCR website. Agencies interested in hosting a training session may contact the I-UCR Program at 217/557-6482.

March 12, 2010 Training Update
Training on revised I-UCR Program guidelines that went into effect on January 1, 2010, will be offered in Springfield on March 30, 2010. Additional dates in Springfield, as well as other locations including the Chicagoland area, northern and northwestern Illinois, St. Louis Metro Area, and southern Illinois, are being scheduled to begin in late Spring and continue throughout the year. Future training dates and locations will be posted once determined. There is no cost for the training; however, lodging if necessary and/or meals are the responsibility of the agency or attendee. Agencies are highly encouraged to allow personnel responsible for I-UCR Program reporting to attend a training session. Command and Administrative personnel are welcome as well to develop a better understanding of program reporting requirements.

The March 30th training will be held at the Illinois State Police (ISP) Training Academy beginning at 8:30 a.m., with a one hour break for lunch. Attendees have the option of returning after the lunch break to participate in a Question and Answer period or to receive individual assistance. Topics covered will include electronic on-line reporting, index crime, supplemental (domestic violence, crimes against children, attacks against school personnel), hate crime, LEOKA, and homicide reporting. Contact the I-UCR Program at 217/557-6482 to register for the March 30, 2010 training in Springfield.

January 29, 2010 Update
The revised I-UCR Program reporting guidelines and associated forms are now in effect. The on-line electronic reporting tool to be used to report 2010 Index crimes by agencies who have established connectivity is not available at this time. These agencies are requested to refrain from submitting index crimes to the I-UCR Program, and to instead check this website over the next several weeks for an update announcing the availability of the reporting tool. Agencies that cannot connect to the on-line electronic reporting tool will continue to complete the paper collection form to be mailed, e-mailed, or faxed to the I-UCR Program.

The revised I-UCR Program forms and reporting guidelines (Index and Supplemental) have been moved to the bottom of this page under Uniform Crime Reporting Program Forms and Reporting Guidelines. The Hate Crime form and reporting guidelines have not changed. Previous forms and reporting guidelines have been removed but remain available by contacting the I-UCR Program at 217/557-6482. The Homicide Supplemental and LEOKA forms and guidelines will be posted before the end of the month.

2010 will be a year of transition. It is understood that many agencies are working with their RMS vendors towards modifications that will allow reporting compliant to the revised guidelines, and that this may not be possible until well in to the year. Statewide training on the revised guidelines will begin again in March, and agencies may also opt to delay reporting until participating in a training session to ensure compliance to the revised guidelines. Agencies will not be contacted reference delinquent reports. Training dates, locations, and registration information will posted on this home page as they become available.
